Unusual Vintage Dentistry mini fan style opening cabinet Just Silicap

Vintage small plastic cabinet that opens like a fan. Each of the 10 compartments scan be pulled out individually and each would contain 100 small plastic 1 1/4” tall capsules of some tooth cap powder. This is from the 70’s or 80’s I believe. The capsules still have powder in them but not sure what it’s for. The cabinet itself is awesome. There are about 3/4 of the capsules still in this. They could be emptied and used for watch parts or bead pieces or other craft ideas. Needs a cleaning and has lots of dust and dirt on and in it. I can also remove the capsules if the buyer would prefer. It says Just Silicap on the top and Vivostar on each compartment front. Has a metal handle on top for moving this.
